conservation into Russia's energy
sector policies and operations

Project components

The Project is implemented in four areas: mainstreaming biodiversity conservation approaches in Russia’s three leading energy sectors and establishing a system of legal solutions in this sphere.

Outcomes of Component 1 “Preparation of a legal, regulatory and institutional base supporting implementation of BD conservation principles in economic activity norms in the oil and gas, hydropower, and coal sectors”: 

1.1. Opportunities for application of best international practices of implementing BD conservation principles in economic activities in all the three sectors created;
1.2. Adoption of government provisions and guidelines on implementation of the model “Avoid - Reduce - Restore - Offset” ensured;
1.3. Obligations with respect to EIA preparation fully clarified, provisions and procedures revised to include BD impact assessment;
1.4. Government, business and public in the demo regions received a GIS-based methodology and a system of evaluation and mapping of ecosystem sensitivity to industrial operation;
1.5. Changes in the regulations on corporate statistics, management and market reporting made to include an additional requirement to present data on investments in BD conservation. 

Outcomes of Component 2 “Demonstrate the principle "Avoid - Reduce - Restore - Offset" in the oil and gas sector”: 

2.1. A final version of the “Compendium of State-of-the-art Biodiversity Conservation Solutions for the Oil Sector” prepared;
2.2. Industry regulatory base and corporate standards in the oil sector amended;
2.3. BD impact assessment and monitoring carried out on the demo sites;
2.4. Measures for mitigation of risks to BD on oil fields in the NAO, Sakhalin and North Caspian demonstrated;
2.5. A tri-lateral agreement/ dialogue between local communities / indigenous population, government authorities and energy companies demonstrated;
2.6. The accumulated experience extended and disseminated. 

Outcomes of Component 3 “Demonstrate the principle "Avoid - Reduce - Restore - Offset" in the hydropower sector”: 

3.1. “Compendium of State-of-the-art Biodiversity Conservation Solutions for the Oil Sector” prepared and published; 
3.2. Industry regulatory base and corporate standards in the hydropower sector amended;
3.3. Biodiversity impact assessed; 
3.4. Current (baseline) industry practice and technologies amended at the Cancun HPP design stage to reduce impact on biodiversity; 
3.5. BD damage offsetting tools demonstrated in the impact zones of the hydropower projects; 
3.6. Barriers to large-scale introduction of BD conservation technologies (micro HPPs) lowered; 
3.7. The accumulated experience extended and disseminated. 

Outcomes of Component 4 “Demonstrate the principle "Avoid - Reduce - Restore - Offset" in the coal sector”: 
4.1. “Compendium of State-of-the-art Biodiversity Conservation Solutions for the Coal Sector” prepared and published; 
4.2. Industry regulatory base and corporate standards in the coal sector amended; 
4.3. Biodiversity impact assessed; 
4.4. Current (baseline) industry practices and technologies adjusted to provide for BD impact mitigation at the rehabilitation stage; 
4.5. Damage to biodiversity set off by establishing protected areas; 
4.6. Barriers to large-scale introduction of BD conservation technologies (water treatment technologies) lowered; 
4.7. The accumulated experience extended and disseminated.
